Senior Competition Economist: Economic Regulation and Competition Branch
Key aspects of the role are:
The role is to provide authoritative technical advice to senior Department of Health (DH) officials and Ministers on the development of competition policy and associated aspects of economic regulation in the NHS. The key responsibilities of the role will be to support the Director and Deputy Director accountable for policy delivery in these areas, by:
* Providing technical advice to inform policy development and relevant legislation
* Coordinating production of draft legislation and regulations in the competition aspects of economic regulation
* Leading engagement, on technical issues, with the Department for Business Innovation and Skills (BIS), Office of Fair Trading (OFT), Competition Commission (CC), Monitor and other Regulators
* Drafting explanatory briefing material on technical aspects of policy to facilitate engagement with Ministers, Parliament and external stakeholders
Key deliverables:
* Secure express support for DH policies and draft legislation from senior economists and lawyers from BIS, OFT and CC (December 2010)
* Produce explanatory notes for the Health Bill on all technical aspects of the draft legislation relating to competition regulation (January 2010)
* Policy analysis and detailed recommendations on specific procurement and competition rules as the basis of draft secondary legislation (March 2011)
* Produce draft material for publication and dissemination by DH setting out the practical implications of competition policy and proposed legislation (March 2011)
* Ad-hoc advice on technical issues to support senior officials and Ministers (ongoing).

The Autorité de la concurrence is currently recruiting an economist for its economist team. The economist team supports the case handlers (may even be included as co-case handler in a case team).
Profile of the ideal candidate:
Education: PhD in Economics (IO theory and/or applied preferred, possibly microeconometrics) with some interest for competition issues. We would consider candidates with a relevant Master degree with previous experience of competition policy (with a regulator, a competition authority or a consultancy).
Previous experience would be a plus.
Language: fluency in French (both spoken and written) is required.

The European institutions are looking for economists who have a strong expertise in industrial economics (with an empirical and/or theoretical background) and confirmed experience in the development of economic analysis in the context of antitrust and/or merger and/or state aid procedures.
